Instructions - Smoke-free Jurisdiction Locator Tool

In July 2006, the National Cancer Institute (NCI) announced a new smoke-free meeting policy requiring that all meetings and conferences organized or primarily sponsored by NCI be held in a state, county, city, or town that has adopted a comprehensive smoke-free policy.

The Smoke-free Venue Locator Tool was developed by the Division of Cancer Control and Population Sciences (DCCPS) to facilitate straightforward smoke-free meeting planning in accordance with the Policy.

For purposes of meeting planning, NCI considers a jurisdiction (state, county, city, or town) smoke-free if it provides employees and the general public complete or near complete protection from secondhand smoke in enclosed workplaces, including restaurants.

The Smoke-free Venue Locator Tool offers two options for locating smoke-free jurisdictions, located under Application Links:

I. Mapping Navigation

The Smoke-free Venue Locator Tool Home page presents a color-coded map of the United States. The state name and smoke-free status will also appear as you “hover” each state.

View Map Tab

Legend:

100% Smoke-free
The color green is designated for states with statewide protection from secondhand smoke. A meeting held anywhere in these states is considered smoke-free.

Some Smoke-free
The color yellow is designated for states that contain one or more smoke-free jurisdictions. There is at least one smoke-free meeting option in these states.

Not Yet Smoke-free
The color red is designated for states that contain no smoke-free jurisdictions. There are no smoke-free meeting options in these states.

Navigate to a state by clicking directly on that state in the US map. A county level map of the state will appear on the screen. County, city, and town names, as well as the jurisdiction’s smoke-free status will also appear as you “mouse-over” each jurisdiction. The color-coding is consistent as with the US state-level map.

Some Smoke-free
The color yellow is designated for counties that contain one or more smoke-free jurisdictions. There is at least one smoke-free city or town option in these counties.

Not Yet Smoke-free
The color red is designated for counties, cities, or towns that contain no smoke-free jurisdictions. There are no smoke-free meeting options in these jurisdictions.

Clicking on a county will bring up an enlarged map of that specific county with major cities and cities with city-wide smoke-free policies.   Those cities with a city-wide smoke-free policy are denoted with one of the following icons:

100% Smoke-free jurisdiction   100% Smoke-free jurisdiction
Not Yet Smoke-free jurisdiction   Not Yet Smoke-free jurisdiction

At any time you may use the One Level Up button to return to the larger county, state, or US view.

View Table Tab

The View Table tab displays the jurisdiction data in a tabular format with the Jurisdiction Name, State, County, Policy Type, and Status as column headings. At the US map level each state is listed as a hyperlink so that you can click on the state name and drill down to the county data for that state. At the state table, clicking on a county hyperlink will drill down to a table with city policies.

Search Tab

The Search tab provides the capability to enter a city or county and a state and view the policies within that search criteria. The Search Results box displays any cities or counties that match the entered criteria. Selecting one of the listed geographical locations causes the policies within that jurisdiction to display at the bottom. Selecting the Map It hyperlink next to the jurisdictions displays the view Map tab with the appropriate map.

II. Drop-down Menus

In addition to the color-coded map of the United States, on the Smoke-free Venue Locator Tool Home page, there is a panel of drop-down menus at the top of the page.  You may also navigate to specific jurisdictions by selecting the desired option using these drop-down menus.

When you select a specific state from the State drop-down menu, a county level map will appear on the screen and the list of counties for that state is listed in the County drop-down menu.  Selecting a specific county, from the County drop-down menu, will bring up a county map with cities and towns displayed. City and town names, as well as any smoke-free status, will also appear as you “mouse-over” each jurisdiction. The color-coding is consistent as with the state-level map. The City drop-down menu lists only those cities with a city-wide smoke-free policy.

III. Analyst Version

The Analyst Version has an additional 4th tab, Details tab. You can use the Details tab to display the smoke-free policy information for the selected jurisdiction. Use the View Map tab to return to the county or state map view.

Another difference in the analyst version is that it shows Not Yet Smoke-free cities on a Not Yet Smoke-free county. Also, Smoke-free cities are also shown on a 100% Smoke-free county.
